AND REGULATIONS FOR STEFAN CARDINAL WYSZYNSKI POLISH SCHOOL AT
ST. HYACINTH BASILICA IN CHICAGO
CHAPTER I
NAME OF SCHOOL,
ITS MISSION and PURPOSE, ORGANIZATION
ARTICLE I
NAME OF SCHOOL
Paragraph 1 – Stefan Cardinal Wyszynski Polish School is a not-for-profit educational
institution registered in Illinois under corporation number 65553015.
Paragraph 2 – The full name of our school is Stefan Cardinal Wyszynski Polish School at St. Hyacinth Basilica in Chicago.
Paragraph 3 – Our school is located at St. Hyacinth Basilica under the address:
3636 W. Wolfram St. Chicago, Illinois 60618.
Paragraph 4 – Our student population consists of students from the Chicago metropolitan area.
Paragraph 5 – The trustee of our school is the pastor of the parish or, if the pastor of the parish does not speak Polish, the priest whom speaks Polish and works with the Polish community at the parish.
Paragraph 6 – This hereby charter of rules and regulations is the base of activity at our school.

ARTICLE III
INFORMATION ABOUT OUR SCHOOL
Paragraph 1 – Stefan Cardinal Wyszynski Polish School at St. Hyacinth Basilica in Chicago offers classes at the following levels:
Paragraph 2 – Each grade level is taught according to a standardized program with the aid of textbooks chosen by the Board of Directors.
Paragraph 3 – All of our teachers are fully qualified professionals.
Paragraph 4 – Classes are held every Saturday, from 9:00 a.m. to 12:00 p.m. (preschool, kindergarten, and elementary school) or 9:00 a.m. to 12:30 p.m. (high school).
Paragraph 5 – Optional extracurricular activities are offered for students with special talents, which take place after regular lessons.
Paragraph 6 – Both elementary and high school levels have accreditation of the Illinois State Board of Education, which must be renewed every school year.
ARTICLE IV
ORGANIZATION OF OUR SCHOOL
Paragraph 1 – The school year begins in September, on the first Saturday after Labor Day, and ends in May, on the Saturday preceding Memorial Day.
Paragraph 2 – Registration for the new school year for students already enrolled the previous year occurs throughout the months of April, May, and August.
Paragraph 3 – Registration for new students occurs in the month of September (during the parish carnival) as well as during the last Saturday and Sunday of August.
Paragraph 4 – Additional registration may take place during the month of September.
Paragraph 5 – Tuition is decided annually by the Board of Directors, and:
Paragraph 6 – Children are accepted into our school if they are over the age of 4 (regardless of nationality, race, and/or religious beliefs) and have the ability to comprehend and communicate in the Polish language.
Paragraph 7 – Students are placed into grade levels based on age or, in the case of students having just emigrated from Poland, based on the results of a placement exam.
Paragraph 8 – The Board of Directors, with approval from the Board of Teachers, determines the quantity of students per class on an annual basis.
Paragraph 9 – Registration priority is given to students who attended Stefan Cardinal Wyszynski Polish School the previous year.
Paragraph 10 – New students are accepted into our school based on a report card or transcript from the United States-based Polish school he or she attended the previous year or a placement exam.
Paragraph 11 – Placement exams take place in August, before the beginning of the school year:
Paragraph 12 – A student that would like to be placed into a higher grade level may submit a request to his or her current teacher. If the teacher endorses the request, it is submitted to the Board of Teachers for analysis and final decision-making.
Paragraph 13 – Make-up exams for students that did not place into the next grade level for various reasons take place on the last Saturday in August.
Paragraph 14 – Each student must purchase his or her own textbooks. In the event that a student loses his or her textbook, it is the student’s responsibility to purchase a new textbook.
Paragraph 1 5 – Each student must bring his or her own school supplies and notebooks to class.

Paragraph 17 – At the end of the school year, each student receives a report card containing assessments for every subject that applies to his or her grade level, as well as for his or her behavior.

are archived digitally and kept for school records.

COMPOSITION OF SCHOOL AND AUTHORITIES

SCHOOL AUTHORITIES
Paragraph 1 – Stefan Cardinal Wyszynski Polish School is located at St. Hyacinth Basilica, and the pastor of the parish or, if the pastor of the parish does not speak polish, the priest whom speaks polish and works with the polish community at the parish is the School President.
Paragraph 2 – The school administration is made up of:
Paragraph 3 - The highest authority is the Board of Directors.
Paragraph 4 – The Director of the school is appointed by the Board of Teachers and the appointment must be approved by the School President.
Paragraph 5 – The Board of Teachers, led by the principal, is a steady, collegiate part of our
school, whose primary responsibilities are didactic, educational, and nurturing.
Paragraph 6 – The Auditing Committee examines the school’s financial records and accounts to check their accuracy. Such an inspection should occur twice per school year.
Paragraph 7 – The Accountant is in charge of the school’s finances and other administrative functions.
Paragraph 8 – School Treasurer functions as the distributor of textbooks and other education
materials that be necessary
to aid in teaching (e.g. maps) .

RIGHTS AND DUTIES OF SCHOOL AUTHORITIES

Candidates are suggested by the Board of Teachers and School Director and elected by the School President. They should possess high qualifications in the teaching field as well as at least several years of experience working with children and/or teenagers.

BOARD OF TEACHERS
Paragraph 1 – The Board of Teachers is led by the School Director and is a constant collegiate school organization. Its statutory obligation is the realization of didactic, educational, and guardian duties.
Paragraph 2 – The Board of Teachers consists of:

Paragraph 4 – The Board of Teachers elects candidates for:

Paragraph 11 - Teachers that lead elective lessons should provide the School Director with financial statements detailing their profits and costs at the end of the first and later second semesters of the school year.

SCHOOL EMPLOYEES AND THEIR DUTIES
ARTICLE I
Paragraph 1 – School employees are:
Paragraph 2 - School employees, as persons involved in a childrens’ educational institution, should possess high ethical standards of their own.
ARTICLE II
SCHOOL ACCOUNTANT(S)
Paragraph 1 – The School Accountant presides over financial issues as well as any adminstrative work that coincides with his or her duties and/or purpose.

PERSONS SUPERVISING SAFETY AND ORDER OF SCHOOL
Paragraph 1 – The duties of these persons are:
Paragraph 2 – Parents may enter classrooms during school hours only in extraordinary
circumstances or with permission of the teacher (in which case the teacher is obligated inform the supervising safety staff member prior to the event).
CHAPTER IV
SCHOOL FUNDS
ARTICLE I
ORIGIN OF FUNDS
Paragraph 1 – School funds accumulate from:

MANAGEMENT OF FUNDS
Paragraph 1 – Tuition fees are established annually by the Director of Directors, which also decides the time and method of payment (in certain individual cases may permit payment in monthly installments culminating in April).
Paragraph 2 – Stefan Cardinal Wyszynski Polish School has a separate bank account solely for school purposes. This account is used to cover school activity-related expenses, ie.:

CHAPTER V
PARENTS’ MEETINGS
ARTICLE I
Paragraph 1 – Participants of parents’ meetings are the parents and/or guardians of students that attend Stefan Cardinal Wyszynski Polish School.
Paragraph 2 – Parents’ meetings occur twice per school year, with their dates determined by the Board of Directors with agreement from the School President and School Director.
Paragraph 3 – Parents are informed of upcoming meetings by written notice at least two weeks prior to their date.
Paragraph 4 – Parents’ meetings are led by the School Director in the presence of the School President.
CHAPTER VI
NONDISCRIMINATION POLICY
ARTICLE I
Paragraph 1 – Kardynal Wyszynski Polish School Non-Discriminatory Policy As To Students: Parafialna Szkola Polska im. Kardynala Wyszynskiego przy Bazylice Sw. Jacka admits students of any race, sex, religion, marital status, handicap, color, national, and ethnic origin to all rights, privileges, programs, and activities generally accorded or made available to students at the school. It does not discriminate on the basis of age, sex, race, religion, marital status, handicap, color, national and ethnic origin in administration of educational policies, admissions policies, scholarship and loan programs, and other school administered programs. It is the policy of Parafialna Szkola Polska im. Kardynala Wyszynskiego przy Bazylice Sw. Jacka not to discriminate on the basis of age, sex, race, marital status, handicap, religion, national origin, color, creed or political affiliation. Inquiries concerning compliance with Title VI of the Civil Rights Act of 1964, Title IX of the Educational Amendments of 1972 regarding activities relating to ensuring non-discrimination in the admission and treatment of students, curriculum and course offerings, student policies, services and activities relating to insuring non-discrimination in employment policies and practices may be directed to: Ewa Koch Principal
CHAPTER VII
POLICY REGARDING CONFLICTS OF INTEREST
ARTICLE I
Paragraph 1 – The school director must hire employees on the basis of qualifications and experience, not familial ties.
Paragraph 2 – Members of the Revision Committee that control the finances of the school cannot be related to each other by blood or marriage.
Paragraph 3 – Children of teachers that teach at the school should not be students in their own parent’s classroom (exceptions will be made if there is only one class in that particular grade level).
Paragraph 4 – Administrative employees of the school employed in the financial sector of the school cannot be related to each other by blood or marriage.
CHAPTER VIII
LIQUIDATION OF SCHOOL
ARTICLE I
Paragraph 1 – A decision to liquidate the school may be made by the Board of Directors with two-thirds of the majority vote from present members (must be at least 50% of all current members) at a special meeting set up for this specific purpose.
Paragraph 2 – In the event of liquidation, the Board of Directors will decide by a majority vote to which Polish not-for-profit organization or institution (educational or cultural) to designate the school’s fiscal property.
Paragraph 3 – In
the event of liquidation, school documents will become the property
of St. Hyacinth Basilica.
CHAPTER IX
VALIDITY OF CHARTER
ARTICLE I
Paragraph 1 – Amendments to this present charter require a majority vote from the current Board of Directors during a scheduled meeting.
Paragraph 2 – This charter is valid its day of acceptance by the School President, Board of Directors and Board of Teachers.
